“防洪保护区”在《防洪标准》中的应用研究

摘　　要：针对现行城市、乡村防洪标准执行中存在的问题,建议引入防洪保护区的概念,并将防洪保护区作为防洪的基本单元,综合考虑保护区内所有可能被淹没的防护对象和总体经济社会情况,研究制定防洪标准。提出了基本维持现行防洪标准体系结构和以防洪保护区替代城市与乡村实现归一化的两种防洪保护区应用形式,并对其防洪标准制定进行了探讨。According to the problems encountered during the implementation process of flood control standard about city and countryside,the concept of flood protection area is introduced and analyzed in this paper.As a fundamental unit in flood protection,the flood control standard of flood protection area is put forward considering the flood protection objects and the general situation of social and economic development in the region.For the practical implementation,two application modes of flood protection area,basic maintenance of current structure of standard for flood control and substituting the city and countryside by flood protection area to realize the normalization,are analyzed,and the flood control standard of two application modes are discussed respectively.
