摘　　要：陇东南贫困地区人力资源开发滞后,制约了经济的快速发展。以控制人口数量,大力推进教育发展和城市化进程,优化人力资源配置和激励机制为主导的人力资源开发战略对策成为促进陇东南贫困地区经济发展的必然选择。In the southeast poor areas of Gansu Province,human resource development lagged behind,which was constraining the economic rapid development.In order to control the population quantity,advance the education development and the urbanized advancement,optimize the human resources disposition and the incentive mechanism strategic countermeasures of human resources development became the inevitable choice for promoting regional economic development.
