摘　　要：有关社会保障"私有化"的争论由来已久,但是对于"私有化"本身的概念和内涵的界定不清导致有人简单地将私有化和"商业化"这两个概念等同看待。这不仅是对私有化概念本身的误解,重要的是这种思想大行其道势必会对社会保障制度造成严重的威胁和灾难。本文试图澄清这些概念,以期对社会保障制度的实施提供参考和理论支持。The debating of Social Security ＂privatization＂ has a long history, but for the concept and meaning of ＂privatization＂ was not clearly defined, some people simply think the two concepts Privatization and ＂ commercialization＂ are equal. This is not only the misunderstanding of the concept Privatization itself moreover it will also inevitably pose a serious threat and disaster to the social securi- ty system if this kind of the idea go popular. This article attempts to clarify these concepts, therefore it provide reference and theoretical support to the implementation of the social security system.
