摘　　要：投资控制是公路建设三大控制的主要内容之一,如何在确保质量安全的前提下厉行节约投资,打造"两型"交通,是项目管理重要而紧迫的课题。本文通过对已经历的8个公路建设项目进行总结、分析、研究,提炼出了定性定量相结合的C模型系统控制方法。运用到某在建项目,贯穿于项目的前期与施工建设全过程,投资实体成本降低率达8%左右。Investment control is one of the three main controls in highway construction.Now the important and urgent issue is how to save cost and create two types highway under the promise of ensuring quality and safety.In this paper,it puts out model C which is a combination of quantitative and qualitative way through researching,analyzing and summarizing eight projects which have experienced.This method has been applied to one project running through pre-period and the entire process,and reduces the rate of investment cost approaching 8%.
