摘　　要：在中央出台1.2亿hm2耕地红线的政策背景下,宅基地置换成为农村宅基地使用权流转的一种新形式。阐述了其置换城镇住宅的意义,分析了各阶段的置换障碍,选取广东中山市宅基地置换的两种模式进行比较,并据此提出了规范市郊宅基地置换,切实保护农民权益的相关建议。On the context of scarce land resource and the newly released policy of 1.8 billion Chinese acre＂red line＂ for cultivated land,the homestead replacement has become a new form of rural homestead land use right circulation.The paper affirmed the significance and function of homestead replacement,selected and compared two patterns of homestead replacement in Guangdong Zhongshan,analyzed the possible obstacles in it and also brought forward some innovative ideas to enhance the management of homestead replacement and to protect the interests of farmers.
