摘　　要：本文采用比较分析和价值分析的方法,介绍公民基本权利具体化应遵循由抽象到具体、由概括到明确、由静态到动态、由确认到交互的基本原则。在对宪法进行修改时,应对基本权利的内容予以必要的扩充,对基本权利内容的规定也要明确,从而体现宪法限制权力、保障权利的宗旨;应使基本权利在一般法中均得到明确、具体的规定;应在宪法中确认宪法的直接效力,同时赋予人民法院对宪法的解释权;在宪法中增加未列举权利的条款,确立公民基本权利全面保护的原则。In this paper, ways of comparison and value are adopted to introduce the basic citizen rights, which should follow the basic and rational principles. In the amendment of constitution, the contents of basic citizen rights should be expanded and stipulations should be made clear to embody the tenet of constitution that restricts power and guarantee rights. And in the meantime the interpreting rights of constitution should be kept in the law courts. In the constitution the unlisted items of rights should be made to es- tablish the principle to guarantee the citizen rights.
