摘 要:建立专业评估制度对保障高职人才质量、完善高职教育治理结构、有效落实"双证书"与就业准入制度、提高高职教育吸引力具有重要意义。建立高职教育专业评估制度必须着眼建立"内外结合,以内为主,以外促内"的评估机制,强调标准融合与主体开放,突出课程与教学评估,注重网络评估与现场评估统一。建立专业评估制度应致力建设政府主导的领导体制,评估管理委员会主导的监督体制,行业职教集团主导的执行体制。专业评估指标应涵盖专业建设管理、资源开发与利用等五个方面;专业评估方法与程序设计应实现学校内外评估的协调和衔接。Establishing specialized appraisal system has vital significance on safeguarding the quality of vocational talents, the perfection of higher vocational education government structure, the effective implementation of "the double certificates" and the employment admittance system, enhancing the attraction of higher vocational education. Establishing specialized appraisal system has to focus on the establishment of "inside and outside combination, inner based and promoting outside through the inside" appraisal mechanism, the emphasis of standard fusion and the main body open, the prominent curriculum and teaching appraisal, the unification of network appraisal and the scene appraisal. Establishing specialized appraisal system should be committed to building a leadership structure led by the government, the supervision system led by appraisal management committee, the implementation system led by vocational education group. Specialized appraisal indicators should cover five aspects of major construction management, resource development and utilization, personnel training process control, measurement, analysis and improvement. The methods and procedures of specialized appraisal should be designed to achieve the coordination and convergence of school's internal and external appraisal
