欧盟产业集群政策分析及对我国的启示

摘　　要：欧盟产业集群政策具有体系完备、注重创新能力和竞争力的提升、关注中小企业发展、集群启动项目众多、针对性强以及注重发挥集群组织的作用等特点,在集群组织管理方面处于全球领先地位。从整体上描绘欧盟的集群政策体系,分析其构成和特点;探讨我国集群政策的现状及存在的主要问题。在此基础上,得出欧盟集群政策对我国集群政策制定的启示。Being a worldly top leader of cluster management ＆ organization, EU features its cluster policies by complete structure, emphasis on innovation and competitiveness, development of SEMs, and the applications of many targeting initiatives under the management of cluster organizations. This paper analyzes the structure and characteristics of EU＇ s cluster policies and focuses on a full depict on its policy framework , and discusses the domestic cluster policy issues and draws implications on the basis of EU＇ s experience to improve the domestic cluster policies＇ effectiveness and efficiency in the context of China＇ s specific situation.
