摘　　要：可持续安全是21世纪国际政治研究领域的新课题。其核心假设是:我们无法控制非安全因素带来的所有结果,但必须努力解决其根源。气候变迁、资源竞争、南北问题以及全球军事化是可持续安全产生的动因。随着气候变化由科学问题转向高级政治,环境合作由制度建设提升为可持续理念,包括各种安全概念在内的可持续安全与环境机制的互构,使可持续安全的实现成为可能。作者通过对可持续安全概念的界定和辨析,提出加强全球环境治理,推进制度建设;实现全球环境公平正义和可持续发展战略;以国际合作促进新能源发展等是构建可持续安全的三条主要路径。强调气候变化、核威胁以及未知却可预见的危机已经使人类到了生死攸关的时刻,为确保人类社会的可持续安全状态,必须正视环境和气候变化给人类带来的安全威胁,在制度框架下加强国际合作,建构可持续安全的新理念。Sustainable Security is a new project of international politics in the 21st century. The core hypothesis is that,if governments and NGOs can not control the consequences brought by non-traditional security,we must aim to solve the root problems. Climate change,competition over resources,marginalization of the majority world (south-north divide) ,and global militarization are all the driving forces of sustainable security. With the issue of climate change being moved from the scientific field to high politics,environmental cooperation among nations also upgrades from institutional construction to the ideas of sustainable security,including the mutual building of various concepts of sustainable securityas well as environmental regimes,which makes sustainable security possible to achieve. Through the definition and analysis of the concept of sustainable security,the author argues that global environmental governance should be strengthened and institutional construction be advanced to achieve global environmental justice and sustainable development strategy. Promotion of the new energy development through international cooperation is one of the three main paths to construct sustainable security. Emphasis on climate change,nuclear threat and unknown but foreseeable crisis has led the human beings to a critical moment. To ensure the human society in a sustainable security state,we must face up to the human security threat brought by the environment and climate change,strengthen international cooperation within the institutional framework,and construct new concepts of sustainable security.
