摘　　要：制度是经济发展的决定性因素,是经济活动的内生变量和驱动经济发展的"发动机"。一种有效的制度对经济发展具有三方面的功能效应:约束主体行为与经济关系,减少社会经济的无序和不确定性;明确产权,降低经济机会主义与交易成本;形成一种有效的激励机制,使经济各要素的潜力充分释放。在一个动态环境中,原有制度会逐渐固化,蜕变成阻碍经济发展的障碍。所以,制度必须创新,通过制度创新进一步促进经济的持续发展。The system is an decisive factor in economic development. It is an endogenous variable in economic activity and ＂engine＂of drive economic development. An effective system has three functional effects to the econom- ic development, i. e. , constraint of the subject behaviors and economic relations ; reduction of the social and eco- nomic disorder and uncertainty; and clarification of property rights, reduction of economic opportunism and transac- tion costs. The establishment of an effective incentive mechanism exerts the potential of each economic element. In an dynamic environment, the original system would be solified, morphing into an obstacle to hinder the economic development. Therefore, the system must be innovated. Innovation of the system will promote the sustainable eco- nomic development.
