摘　　要：文章结合作者从事国际科技合作工作的经验,提出了关于实质性国际科技合作的一个理想模型;在此基础上,对实质性国际科技合作的关键要素、基本类型和主要特征等做了初步的分析。This paper proposes an ideal concept model for substantive intemational science ＆ technology collaboration （SISTC） in combination with the authors＇ working experiences related to international science ＆ technology collaboration; based on this model, the authors have made a preliminary analysis of the key elements, basic types and main features of SISTC.
