摘　　要：高等学校章程是保证高等学校依法治校和自主管理的规范性文件,是我国教育法律体系的延伸和组成部分。目前,我国高等学校章程在创设制定、制度设计、实施执行等方面都存在一些值得研究的问题。加强高等学校章程建设,必须坚持和体现依法依规、保障权益、法律监督的原则。University regulation is a regulatory document of ensuring legal and independent management of universities.It is the extension and constitution of the education law system of our country.At present,some problems concerning creative formulation,system designation,and enforcement of the regulation are worthy of study.In order to strengthen the construction of the regulation,we must stick to the principles of being legal and lawful,guaranteeing rights and benefits and being inspected by law.
