艾滋病低流行地区参与防艾国际合作项目的比较分析——以甘肃省为例

摘　　要：通过对甘肃省参与艾滋病防治国际合作项目的梳理,讨论参与艾滋病国际合作项目对甘肃省防艾实务工作带来的作用影响。甘肃省通过参与艾滋病国际合作项目促进和提升了全省整体防艾的水平,特别是在防艾理念、社会支持环境构建、防艾技术、工作经费支持、业务人员培训、社会组织建设、对外学习交流等方面作用显著。同时部分项目在执行周期、资金数额和项目设计思路等的限制,对更深入地推进甘肃省防艾工作产生了一定影响。研究建议在甘肃省新一轮五年(2011-2015)防艾行动计划中,应紧密结合地方实际,注重对艾滋病国际卫生合作项目引进的针对性,以提升项目运作的本土适应性。Through analyzing the participation of HIV/AIDS prevention international cooperation projects of Gansu province, the paper discussed the influence from the project for the practice to Gansu province. Partici- pate in the international cooperation projects promoting HIV/AIDS prevention level of Gansu, especially in the concept of HIV/AIDS prevention, social support environmental construction, technology of prevention HIV/ AIDS, fund supporting, personnel training, social organization construction, and foreign learning exchanges However, restricted by the project execution period, the limitation of the funds and project design further implementation the prevention HIV/AIDS work was effected. The research suggests that it is more attention to the pertinence of introduction of the international AIDS health cooperation project ving native action plan adaptability for the project operation at the following five years （2011 -2015 ） prevention of Gansu Province. ideas, the should pay and impro- HIV/AIDS
