摘　　要：忽视创建工程的系统性与阶段性、创建规划愿景设计等战略组织方面的问题,使我国一些大学在创建世界一流大学进程中出现阶段性困境。创建世界一流大学的战略组织应遵循的战略过程是:挖掘和利用紧迫感,丰富和发展领导联盟,构建并沟通发展愿景,完善创建过程的组织与参与,制订阶段计划并夺取胜利,让创建精神在大学文化中扎根,使大学逐渐为新思想、新行为和新成员所占领和领导。改进和提高我国大学创建世界一流大学的战略组织,关键在于重塑战略组织过程并遵循其基本规律。In the process of building world-class universities,there are many problems arising from the deficiency of strategy management,such as overlooking the systematic characteristic and different phases inherent in the process,and the long-version design within the planning.These problems give rise to a specific bottleneck within a particular stage.Aiming to build a world-class university,it is necessary to follow the objective law related to strategy organization.There are many tasks,including leveraging the sense of urgency,flourishing leading cooperation,developing long-version design,improving organization and participation in the construction process,making phase plan within a particular period followed by gaining periodic achievement,and making the strategy rooted in university culture.These efforts enable universities to be occupied and leaded by novel ideas,behaviors,and innovating members.To improve strategy organization for creating a world-class university,the point is to reshape strategy organization process and obey its basic laws.
