摘 要:"语言和谐"应从多角度加以理解:在法律地位上,各种语言无论其所属民族大小,一律平等;在语言使用上,各民族语言根据其功能大小,"各守其位,各司其职";在语言态度上,操不同母语的人在不同的语境和需要下讲不同的语言,能够得到本族成员和他族成员的认可;在语言发展中,各民族语言彼此兼容,互为补充。但语言和谐不是语言平衡,不是语言平均主义。在多民族国家或地区,语言竞争是必然的,只要处理得当,语言关系就会在竞争与和谐的有序轮回间健康发展。语言关系和谐要通过语言与人、社会、文化、民族的关系和谐来实现。"Language harmony" should be understood from various perspectives:in legal status,various ethnic languages,regardless of its size,are all equal;in the use of language,various ethnic language act according to their function,"occupies its own position does its own duties";in language attitude,person,with different mother tongue under different linguistic environment needs to speak different languages,can obtain cognition of his ethnic group members and the approval from other ethnic groups;in language development,various ethnic languages are compatible,supplement mutually.But language harmony is neither language balance,nor language equalitarianism.In multi-ethnic countries or the areas,language competition is inevitable,so long as processed appropriately,language relations will be healthly developed in competition and harmony.The harmonious language relations lies fundamentally in harmony between language and men,language and society,language and culture,language and ethnic groups.
