摘　　要：政府公共服务与责任伦理建设具有重要的社会实践价值,对于政府民主体制的运作、制度的强化执行与社会公共利益的达成都将产生深远影响。政府公共服务与责任伦理建设的关键在于建构其规范基础与实践机制,一是建构政府公共服务伦理规范与评价指标体系;二是建立政府公共服务伦理的双重规制机制;三是成立与完善政府公共服务伦理的专责机构。At present, as the emergence of international government reconstruction movement, the problem of social equity and justice, along with the construction of service government, all those have made the research of public service of government and responsibility ethics much more sigrfificant, also these research become more and more prominent. The study not only has the theoretical implication, also has more special social value in practice. In order to better implement the government＇s public service act, we should build the implement mechanism of public service of government and responsibility ethics, governing the action, improving good quality, curing non-ethical behavior of government, providing basic ethical framework to improve government accountability mechanism and promote the public trust of the government.
