口岸核心能力建设的核心要素研究

摘　　要：目的以《国际卫生条例(2005)》、《中华人民共和国国境卫生检疫法》为框架,结合当前我国口岸核心能力建设的现状,研究口岸核心能力建设的核心要素,全面有效提升口岸核心能力建设。方法客观分析"十二五"期间口岸核心能力建设面临的形势,研究提出口岸核心能力建设的核心要素,并就如何科学有序实施"十二五"期间的口岸核心能力建设提出思路。结果口岸核心能力应该包括核心法律政策保障、核心主体、核心范围、核心目标和核心体系五大核心要素。结论必须正确理解并准确把握口岸能力建设的"核心"要素,通过切实强化口岸建设的"核心法律、政策保障",准确定位口岸建设的"核心主体",清晰划定口岸建设的"核心范围",全面实现口岸建设的"核心目标",科学构建口岸建设的"核心体系",科学制定并有序实施"十二五"期间的口岸核心能力建设,同时着力加强各项保障,认真开展理论体系研究,持续加强科研信息化建设,继续加强人才队伍建设,积极加强联防联控机制建设和国际检疫合作,全面提升"十二五"期间口岸核心能力建设。Objective To research the core elements of the construction of core capacity according to the International Health Regulation（2005） and the Frontier Health and Quarantine Law of the People＇s Republic of China. Methods The situation of the construction of core capacity in the＂12th five-year plan＂period impersonally was analyzed, and the core elements and proper way of the construction of core capacity were found out. Results The core capacity involves five core elements, which are core law and policy guarantee, core main body, core area, core objective and core system. Conclusion Only by clearly defining and continuously strengthening the core elements, the construction of core capacity in＂12th five-year plan＂period can be improved scientifically and effectively.
