解除“戒严”前台湾地区留学教育的历史审视

摘　　要：留学教育在台湾教育体系中占据着重要的地位。以1954年颁布的《国外留学规程》为标志,台湾留学教育走向制度化的发展轨道。随后,当局对《国外留学规程》进行了多次调整,一直努力探索适合本地区发展的留学政策,以适应政治经济及社会转型的现实需要。在40年的发展历程中,台湾留学教育形成了鲜明的特点:留学人数呈现持续增长的态势,留学国别呈现出多元化的发展趋势。The Overseas education plays an important role in Taiwan education system.In 1954,＂Overseas Education Program＂ is issued,and Taiwan＇s overseas education to institutionalize.Afterwards,the authority has made many times the adjustment to ＂Overseas Education Program＂,trying to explore the region for the development of overseas education policy,in order to adapt to the political economy and the reality of social transformation needs.In the 40 years of development history,Taiwan Overseas education formed distinct characteristics： the number of students present continuous growth trend,and the study country presents the trend of the development of diversification.
