摘　　要：农村义务教育投融资法制是农村义务教育法制的重要组成部分,农村义务教育投融资法制经过近三十年的发展,已取得了阶段性的进步。但其存在问题也是不容忽视的,农村义务教育经费投入不足是制约农村义务教育发展的根本原因,直接影响着中国农村基础教育的健康发展。该文通过界定农村义务教育和农村义务教育投融资概念,对农村义务教育投融资现实困境进行分析,挖掘其深层次的原因,从立法、执法两个层面提出完善农村义务教育投融资法制的对策。One of the most important elements of the legal system for rural compulsory education is investment and financing, which has achieved initial progress for the past 30 more years. Nevertheless, the existing issues can not be ignored. The shortage of rural compulsory education funding is the primary cause to restrict the development of rural compulsory education, which directly affects the sound development of rural elementary education system. This paper defines the concepts of the rural compulsory education and the rural compulsory education investment and financing, and analyzes the plight and in - depth containing causes, then puts forward some measures to improve the legal system for rural compulsory education investment and financing.
