包世臣在江苏的救荒活动及其思想

摘　　要：作为鸦片战争前后杰出的经世思想家,包世臣身处清朝国力渐弱、荒政渐衰之际,高度关怀民生疾苦。在江苏扬州和江宁,他主动参与救荒活动,积极出谋划策,赈济灾民。他批判荒政黑幕,切中时弊,并紧密结合具体需要,提出一些建设性的措施,如及早备荒、安辑流民、以工代赈、劝捐救荒等。对于灾民,他抱着深切的同情,忧其所忧,乐其所乐,并表现出为民请命的思想行为。他的荒政活动与思想,具有崇高的精神境界和恒久的人格魅力,为现代中国构建和谐社会留下了一笔宝贵的遗产。As an outstanding practice-oriented thinker around the Opium War when the power of the Qing dynasty was getting weaker and the disaster relief was declining step by step,Bao Shichen paid much more attention to hardships in the people＇s lives.In Yangzhou and Jiangning of Jiangsu province,he initiatively participated in some activities for disaster relief and passionately gave advice to help the victims out of a disaster.He criticized the dark inside affairs,hitting exactly the current corrupt practice.Moreover,he put forward some constructive measures closely related with the specific needs,such as preparing early for the disaster relief,collecting the wanderers and helping them settle down,initiating some projects for the people in famine to make a living and soliciting donations for the disaster relief,etc.For victims in disasters,he had deep sympathy,worrying as they were worrying and feeling happy as they were happy.And also,he showed the thoughts and behavior appealing to some officials for the people in disaster.His activities and thoughts for disaster relief had a lofty spiritual world and an eternal personal enchantment,left a precious legacy to the construction of harmonious society in modern China.
