摘　　要：在近现代的国家关系中,一个国家向另一个国家的首都派遣常驻外交使节是一种非常平常的外交活动。但在晚清时期,西方各国向北京派遣常驻使节的历程却是非常艰难,这当中既有晚清统治者虚骄心理的原因,也有他们在西方各国推行"炮舰政策"情况下担心政权不稳的因素。最终,在"炮舰"的支持下,西方各国的外交使节被送进了北京。It is a very normal diplomatic activity that one country sends permanent diplomatic envoy to an other country in the modern state relations .But in the late Qing period, it is a very difficult course that the western countries sent their permanent missions to Beijing, which was caused by both the conceit psychology of the late Qing rulers and ＂gunboat policy＂ of Western countries.Finally,with the support of ＂gunboat＂ western countries envoys were sent to Beijing.
