医疗保险关系转移接续问题的思考

摘　　要：目前,流动就业人员医疗保险关系的转移接续并不顺畅,统筹基金不随之转移,参保者的缴费年限不能累计计算。为此,需要加强立法,进一步出台相关实施细则,明确缴费年限的计算以及统筹基金转移等问题,协调好各方利益关系,给集中转入地一定的补偿,并逐步提高医疗保险的统筹层次,整合医保制度框架和管理机构,加强信息网络建设,使医疗保险的转移接续真正落到实处。The country has issued the methods for transferring of basic medical insurance ior current employment. The medical insurance relatmnships can be transferred since 1 July 2010. In practice, however, the transfer is not smooth.The fund of social insurance can not be transfer ,the payment period can not be cumulatively computed. So we need strengthen the legislation and issue relevant detailed rules,define problems of the calculation of payment period and the transfer of fund,coordinate the interests of all parties,give some concentration to receiving areas,and gradually increase the level of integration of medical insuranc, e,integrate medical insurance system framework and management mechanism,strengthen the construction of information network.so the transfer of medical insurance is smoothly.
