摘　　要：以科学发展观视域为指导构建高校党内民主运行机制,要明确高校党内民主运行的目标,激发高校党内民主的运行动力,坚持高校党内民主运行的基本理念,优化高校党内民主的运行环境,整合高校党内民主诸要素。Guided by the scientific outlook on development construct operating mechanism of the inner-party democracy in institutions of higher education, we should clarify the inner-party democracy operation goal , arouse operating motivity of the inner -party democracy,adhere to the basic concept of the inner-party democracy operation, optimize the environment of the inner -party democratic, and integrate the elements of the inner-party democracy in higher education institutions.
