摘　　要：边疆多民族地区,随着我国现代化进程的不断加深,这里原有的利益格局发生了解构,新的利益群体不断涌现,因此激发了这些不同利益群体之间的利益争夺和利益表达。对边疆多民族地区的地方政府而言,面对日益旺盛的政治参与现象,甚至是群体性事件,进行有效治理的成本包含诸多要素,研究治理的方法和技巧,有利于降低治理成本,提升治理的效能。With the quickened steps of China＇s modernization, the multi-ethnic borderland of China has seen the changes in the interest distribution. More interest groups are pursuing different interests. While handling the ethnic political participation or group incidents, the local governments should consider all factors of the costs, try to find out the proper methods and work more efficiently.
