摘　　要：根据《行政管理学》课程的性质和培养目标,结合公共管理专业课程设置及学生的实际情况,明确课程教学的两个层次,着眼于提高学生分析问题和解决问题的实际能力,就进一步改善和提高教育和教学水平进行了思考。According to the essence and aim of the course,＂Science of Administration＂ and combining the curriculum design and the actual situation of the students in the Public Management Specialty,this paper formulates the two levels of teaching： elevating students＇ the practical abilities to analyze and solve problems.It also gives consideration on how to improve education and teaching further.
