家电下乡“困境”的成因与对策——基于农村消费环境要素的分析

摘　　要：家电下乡政策是一项影响广泛的惠民政策。但是,家电下乡推行过程中遇到了不少问题,导致目前家电下乡政策执行过程中面临困境。本文从农村消费环境中的农民收入与消费心理、农村地区消费的制度保障、农村基础设施建设、农村市场服务体系、农村市场监管体系等五项构成要素的角度来分析,家电下乡困境的形成原因,并提出了相应的建议。The paper analyzes the reasons of dilemma situation of Chinese Government＇s Consumer Electronics Subsidy Program＇s from the angels of peasant＇s income and consumption psychology,the system guarantee on rural consumption,rural infrastructure construction,the system of rural market service,the system of rural market supervision,and finally puts forward some suggestions.
