摘　　要：分析了影响高校仪器设备资源发挥效益的制约因素,提出从产权所有层、资源管理层和设备使用层3方面入手,通过加大经费投入、完善拨款机制、实行有偿使用、建立激励机制、建设共享平台、实施效益考核和强化队伍建设等系列措施,加强高校仪器设备资源的使用管理,提高设备利用率,发挥资源使用效益。Based on the current status of instruments and equipment resource in the colleges and universities,this paper analyzes constraints on performance of resources.In accordance with the ownership and use of equipment and its use vested in relationship management,it proposes three levels measures including all levels of property rights,resources management and device layers.Through series of measures,such as increasing input,improving funding mechanism,the implementation of compensation for the use,establishment of incentives,building shared platform,the implementation of effective assessment and strengthening team building,it promotes management of instruments and and equipment,improves their utilization ratio,and brings efficiency of resource use into play.
