摘　　要：因为缺少真正意义上的公民自治组织,公民自治精神得不到发育和培养的土壤,民主意识甚至在社区范围内都无法进行像样的实际训练。这将日益造成城市社区的碎片化和居民对公共事务的冷漠化。Because there is no such real citizen＇s voluntary association, the citizen spirit cannot get to develop and be cultivated, the democracy consciousness even cannot be trained actually within the range of community. This will bring out a result as the scrap of community and the inhospitality of the resident for public affairs.
