摘　　要：建立科学的规制体系是我国垄断产业改革的重要内容之一。规制体系的建设是一个制度变迁的过程,具有路径依赖性。我国规制体系的历史、特点、环境对我国垄断产业规制体系建设与模式选择具有一定的影响。本文系统研究了我国垄断产业规制体系特点,总结了我国垄断规制体系建设的约束条件,并设计了适合我国国情的规制模式。To establish a scientific regulation system is important in the reform of monopoly industries in China. Regulation System building is a process of institutional change with path dependence. The history, characteristics and environment of regulatory system have important impact on the building and selection of regulation system in China. This paper systematically studies the characteristics of regulation system, summarizes constraints of regulation system and designes a suitable regulation model for China.
