摘　　要：通过对我国现行中小学体育场馆面向社会开放在管理体制、管理模式等方面的政策措施进行分析与综述,并结合各个时期的社会背景加以分析,将文献中现有模式进行归类整理,以期通过对政策法规的梳理和把握,为地方教育主管部门进一步贯彻落实《中华人民共和国体育法》和《全民健身计划纲要》,充分发挥学校体育资源对促进青少年健康成长和推进全民健身运动的积极作用,为各地区制定更为行之有效的法规政策提供理论参考。It is now a trend in China to make accessible to public of those sports facilities in primary and middle schools. What were pat into the research are those policies on how to manage and systemize this service. Aided by the relevant literature consultation, the research, against the backdrops of different periods, made a thorough and detailed analysis of the concerning rules and regulations. The effort is meant to give a hand for local authority to enact the Law of the Peopleg Republic of China and the National Fitness Program. Meanwhile, it aims to make the best use of sports resources in preliminary education to promote the health for young population and laid down the reference for possible legislation.
