摘　　要：大学国际化是我国开放大学发展的核心理念之一和重要战略目标,强调借鉴国际经验,拓展国际空间,与相关国际组织、大学和机构开展多层次、宽领域的教育交流与合作。从美国、欧洲、日本和我国大学国际化政策分析得出基本启示:大学国际化已成为发展趋势,并成为大学可持续发展战略的重要组织部分,各类大学的国际化,不仅需要发展规划,更需要政策安排。我国开放大学国际化的政策选择,有推动远程教育的法律保障,激励优质教育资源共享,建构虚拟开放课堂,建立网上学习成果认证与学术学分转换评价指标体系,建立教师在线课程建设共同体等方面。University Internationalization is one of the core concepts and important strategic objectives of China＇s Open University.It emphasizes learning from international experience,expanding international horizon,and carrying out multi-level and wide-ranging educational exchanges and cooperation with relevant international organizations,universities and institutions.Comparative analysis of University Internationalization policies in the United States,Europe,Japan and China,reveals that university internationalization has become a trend,an important part of university sustainable development strategies.Internationalization of various Universities needs not only development planning,but also policy arrangement.The policies for the internationalization of China＇s Open University include legal protection of distance education,promotion of quality education resource sharing,building of virtual open classroom,online learning outcome recognition and academic credit transfer and evaluation system,and establishment of teachers＇ community for online course construction.
