摘　　要：我国近年来集体建设用地流转方面的政策出现连续松动的迹象。虽然全国性规则尚付阙如,但各地规范性文件接踵而现,并在流转实践中形成了几种相对固定的模式。透过各地规范性文件和流转实践,可以提炼出若干关涉集体建设用地制度变革的根本性问题,为学术研究和立法完善提供进一步思考的方向。National policies in recent years show signs of loosening on this problem. While the national rules are still lacking, cities enacted rules one after another, as a result, several relatively fixed patterns for circulation are formed in practice. Through rules enacted by different cities and circulation practice, we can extracted a number of fundamental issues involved in institutional change for collective construction land, which provide guidelines for academic research and improving legislations.
