摘　　要：省部科技会商制度是新时期的一种创新型制度安排。本文基于府际关系以及网络治理理论,提出了府际网络科技治理的概念。从府际网络科技治理的要素角度分析,认为会商制度具有府际网络科技治理的内在要素。本文建议会商制度经过制度的学习与路径整合,最终应走向府际网络科技治理。The institute of scientific and technologic consultation between provinces and ministries is an innovative institution arrangement in the new period.The concept of sci-technological network governance of among governments is provided based on the theory of intergovernmental relations and network governance.The institute has internal factors of sci-technologic network governance among various governments from the perspective of factors analysis.It is suggested that through systematic learning and path integration,the consultation system shall eventually develop into the intergovernmental sci-technological network governance.
