美国联邦政府资助与大学科学研究的黄金时代

摘　　要：20世纪60年代是美国联邦政府资助大学科研的高峰时期。为了应对1957年苏联人造地球卫星危机,美国联邦政府实行"基础研究理想"的科学政策,加强了对大学自然科学研究的资助。为了应对冷战以及种族歧视、贫困等危机,美国联邦政府出台了有利于社会科学发展的政策,从而加强了对大学社会科学研究的资助。为了应对冷战以及道德危机等社会危机,联邦政府建立了国家人文科学基金会,加强了对大学人文科学研究的资助。20世纪60年代,美国联邦政府资助造就了大学科研的黄金时代。The 1960s is the peak period of US federal government funding of university scientific research.At that time,in order to counteract the impact brought about by Soviet Union's successful launch of Spunik,the world's first artificial satellite,US federal government adopted 'basic research ideology' as its science policy,and increased its funding of natural science research in universities.In the meanwhile,to cope with the crises of cold war,racism and poverty,US federal government implemented favorable policies for the development of social sciences,and increased its funding of social science research in universities.What's more,to cope with the crisis of cold war and moral decline,US federal government set up National Endowment for the Humanities and increased its funding of humanities research in universities.By these means,US federal government brought in the golden age of university scientific research.
