摘　　要：在"制度决定一切"的理论预设下,制度构建被视为现代大学建设的根本。大学内部组织结构、管理体制及制度规范体系在运行过程中所表现出来的自治与控制、自由与责任、行政与学术、集权与分权等内在矛盾冲突,时刻困扰着现代大学制度构建的进程。理解现代大学制度内在冲突存在的合理性与必然性,是消解制度内在冲突,走出"制度失灵"梦魇,寻求现代大学制度构建现实路径的理性选择。Under the theoretical presumption of ＂system determines all＂,system-construction is considered as the fundamental factor for the construction of modern universities. However,universities have always been perplexed by the conflicts between autonomy and control,freedom and responsibility,administration and academic,power centralization and decentralization,which have been emerging as the running of university internal organization structure,management institution and institutionalization system.Therefore,it is the rational choice to understand the rationality and inevitability of the internal conflicts existing in modern university system properly,which is the path to solve the internal conflicts,and step out of the nightmare of system failure,thus pursuing the practical path for the modern university system construction.
