摘　　要：我国提出到2012年财政性教育经费支出占GDP的比例达到4%的目标,这是加快教育改革和发展的重大举措。要实现这一宏伟目标,必须准确测算经费需求,选择科学路径,采取培植壮大财源、调整财政支出结构、拓宽筹资渠道、建立监督机制等有力措施。Our country puts forward that fiscal educational expenditure should achieve 4% of GDP to 2012, and it is an important measure to accelerate educational reform and development. In order to realize this grand goal, we must accuratly measure the outlay demand, choose the scientific route, take effective measures such as cultivating exchequer, adjusting the payout structure of finance, widening the financing channel and building the controlling system.
