摘  要:每个地区的辍学现象和辍学原因都有其特殊性,控辍对策也有其特色。因此,要控制藏族牧区小学生辍学就要通过建立多元化的教育目标体系、开设多元化的课程体系、采用适合"双语教学"或"汉语教学"的教育方法体系、增强教师的职业情感、科学规划学校布局调整等措施来加强学校教育教学改革;通过加强有关法规的宣传和执法力度、加快牧区的经济建设、加大对寄宿制教育的投入、丰富牧区的文化生活等措施强化政府职能。Forms and reasons of drop-out vary from place to place,so do the countermeasures in different regions with their particularities.Therefore,to avoid or decrease the primary school dropouts in the Tibetan pasturing areas,it is necessary to strengthen the school education and teaching reform by establishing a diversified education target system,offering a wide range of curricula,taking a "bilingual teaching" or "Chinese language teaching" method,enhancing teachers' professional feelings,and making a scientific planning and adjustment of school layout and other measures,and to strengthen government functions by intensifying the publicity of the laws and regulations and their enforcement,accelerating the economic development in pastoral areas,increasing investment in school boarding education,enriching cultural life of pastoral areas,etc.
