摘　　要：对于一再恶化的南海局势,中国政府应该秉持"南海秩序,中国主导"以及南海主权属于中国的原则,在此前提下,中国政府可以与相关国家双边磋商有效的、有限度的、务实的、共同开发的"商业模式"。As for the worsening situation in the South China Sea, the Chinese government is adhering to the principle： the Chinese government will maintain the order of the South China Sea. The South China Sea be longs to China and the Chinese government has not only the will but also the capability to protect its sover- eignty and order in the South China Sea. On this premise the Chinese government will consult with the coun- tries concerned and promote joint development in the South China Sea.
