不能承受的生命之轻——公共行政中的民众尊严与行政伦理

摘　　要：受舆论关注的公共行政事件中,人民群众正常利益遭受漠视,人身、生命遭受非正常对待而受屈辱,甚或遭遇非正常死亡,作为弱势群体的民众的生命遭遇不能承受之轻。不当行政事件反映出部分基层公务人员在处置与普通民众关系中存在的问题:部分官员的公仆意识和为人民服务宗旨观念淡漠、社会强势集团对人民利益的漠视、部分行政人员对待民众生命尊严和人道价值的漠然、权力滥用和与官本位思想作祟。当前行政人员应当加强自身职业道德建设:强化服务人民的价值理念,重视人的尊严与价值,珍视普通民众的生命,公平和依法行政、广泛接受群众监督。In public administrative events taking public attention,people as vulnerable groups experienced despising such as people＇s normal benefits were treated with indifference,bodies and life were treated far from normality.The public administration events reflect the problems that exist about how grass-roots unit administrations and government functionaries deal with the relation with average public,including： both the officials＇ public servant consciousness and the purpose concept serving the people wholeheartedly,strong power corp of society treating to the people benefit with indifference,treat life dignity and humanity value of the common people indifferently,authority abuses the sum and official rank considered to be the sole criterion of worth thought acting like an evil spirit.Administration staffs ought to pay much attention and reinforce ceaselessly to his own professional ethics construction which includes： strengthening the value idea to service people,take people＇s dignity and value seriously,treasure life of average public dearly,perform official duties Impartially and according to law,as also subject self to supervision by the masses broadly.
