摘　　要：旅游小城镇是以旅游产业为重要动力推动乡村向城市演进,以旅游产业为主导,带动小城镇具有资源基础的特色产业发展的城镇.作为文化遗产型旅游小城镇,河南省淮阳县正在形成以文化节事为核心的多元化旅游小城镇景观体系,构筑出公祭、庙会、节事、文化遗产和非物质文化遗产的文化创意产业等旅游形态.Driven by the tourism industry as an important power, the tourism towns in China are propelling the countryside into the city. Based on the characteristic industrial development of the tourism industry, the towns are developing in the process of urbanization. As a cultural heritage-based tourism town, Huaiyang county town in Henan Province has been shaping a multiple landscape system with the nucleus of cultural FSE （Festivals ＆ Special Events）,including the public memorial ceremony,templefair,creative industries of the material and intangible cultural heritage.
