摘 要:领导干部选拔任用工作是我国政治体制改革与政府管理中最为关键与重要的问题。本文对于当前我国领导干部公开选拔任用制度的概念形成、制度化基础、发展过程及其实践形式进行了初步探讨。对于考任制、选任制、竞任制与票决制等不同形式进行了独立的解释。对于当前领导干部的公选制,从学科理论上进行了基础分析,从实践过程层面进行了问题分析。就公选制如何改进竞聘者理论上的广泛性与实际中的有限性、评价主体的多元性与价值观的不一致性、标准的科学性与可操作性等六大问题提出了相关的对策与建议。The selection and appointment of leading officials are critical and important to both the reform of political system and the government administration in China. This paper tentatively discusses the concept, the institutionalized basis, the process of development and the form of practice concerning the system of open selection and appointment of leading officials in China. This paper also gives an independent explanation of the systems of appointment by examination, by selection, by competition and by voting. This paper does not only make a theoretical analysis of the present system of open selection of leading officials, but also makes practical research on the problems in the present system of open selection of leading officials. Besides, this paper gives some suggestions on how to improve the effectiveness of this system.
