摘　　要：我国高校要建立现代大学制度,必须建立决策权、执行权和监督权既相互制约又相互协调的权力结构,确立教授治学、校长管理、民主监督的体制框架,形成结构合理、决策科学、执行顺畅、监督有力、运转高效的内部权力运行机制。The establishment of the modern university system calls for higher education institutions to set up a structure of power in which the powers of policy-making, implemen- tation and supervision check each other and function in coordination; it constructs a systematic framework in which professors administrate academic affairs, the president runs manage- ment and democratic supervision is implemented; and forms an inner power operation mechanism featuring reasonable structure, scientific policy-making, smooth implementation, force- ful supervision and efficient operation.
