摘　　要：为实现国家信息化发展的总体战略思想,对区域集群式信息服务体系矩阵结构模型的构建进行探讨,主要包括组织元素、技术元素、人员元素、资源元素、服务元素、用户元素6个集成框架;论述区域联合集群式信息服务体系的链式运行机制,并提出建立"体系结构链—资源链—网络链—用户链—服务链—价值链"的服务循环链和业务流程模型,形成完善的多级资源保障体系,实现区域内人力、技术、资源、服务的共建共享,促进中西部地区集群化信息服务体系的完善和发展。To realize the development strategy of national informatization, the paper constructs the array model of cluster information service system which contains the factors of organization, technology, staff, resource, service and user elements. Based on the chain operation mechanism, the paper constructs the service cycle chain model and work flow model, which mainly includes structure chain, source chain, network chain, user chain and service chain. The research model can make the multistage resources security system per-fection, realize the sharing of human resource, technology, resources and services in the area and promote the cluster information service system of west and middle region in China.
