高考“平行志愿”对考生和高等院校的深层次影响

摘　　要：作为高考制度在操作环节上的改革——"平行志愿",其社会合理性、必要性以及在提高效率、弱化博弈的投机、维护社会公平方面的作用经过几年的实践效果是显著的;其负面作用是客观存在的,是由高等教育资源的稀缺性决定的,在实施初期必将经历从社会心理适应到认同的过程;其在志愿填报、投档和录取环节对考生和院校的影响充分体现了效率和公平的统一,同时产生的"生源市场"调节作用促进了高校的科学分工、合理定位,有助于高校特色和内涵的建设发展。The ＂Parallel Will-Decision＂,which acts as a reform of the college entrance examination system on the operation links,has achieved remarkable results concerning its role in social rationally,enhancement of efficiency,weakening game speculation,and maintenance of social justice after the reform has practiced for several years.However,there are negative effects actually.This hinges on the scarcity of higher education resources.During the early period of its implementation,the reform will inevitably go through a process from the adaptation to recognition of social psychology.The paper asserts that the influence of the links of the will filling-in and submitting,file delivery and admission on the examinee and universities gives full expression to the identity of efficiency with fairness,and at the same time,the adjusting action produced in the ＂examinee resource market＂ has propelled the scientific labor-division,and reasonable location,and helped construct and develop specific features and connotations of universities.
