摘 要:目的回顾并分析南京医科大学第一附属医院2001年~2010年公派留学动态数列的变化趋势,探讨公派留学中存在的问题,提出相应的对策和建议。方法运用动态数列分析法中的绝对数(人数)、相对数(构成比和增长速度),分析医院2001年-2010年公派留学人员人数、性别、年龄、学历、职称、派出渠道、派出国(境)别、留学时间等特征指标。结果医院公派留学人员数量呈增长趋势,回归率98.2%。留学人员各项特征指标中,构成比最高的类别分别为:男性(70.1%),36岁-40岁年龄组(33.0%),博士研究生学历(45.1%),副高级职称(44.4%),江苏省政府留学基金(40.6%),派往美国(52.4%),1月~3月短期留学(39.2%)。留学人员各项特征指标中,各类别的增长速度呈现不同的特征和变化趋势。结论医院2001年-2010年公派留学工作呈现良性发展趋势的同时也存在着问题。提出的对策和建议包括:积极引导,不断提高国家公派留学的比例;按需派出,适当提高中长期留学人员的比例;加大派出力度,缩短平台期的时间,尽快进入新的增长期。Objective To investigate the situation of studying abroad in the First Affiliated Hospital with Nanjing Medical University from 2001 to 2010, and to analyse its tendency, effectiveness and limitation, and to give some advice on this issue. Methods Two parameters of dynamic series method, absolute number and relative number, were used to analyse the characteristic indexes of studying abroad, including number, sex, age, education background, professional certification, grant classification, destination and duration. Results The number of scholars studying abroad kept increasing, and totally returning rate was 98.2%. Male scholars occupied 70.1% , and persons of 36 -40 years old were popular (33.0%). Among whole scholars, 45.1% had obtained Ph. D. degree, and 44.4% earned senior titles of associate professor, when they left for studying abroad. 40. 6% of grants were offered by local government, and more than half of destination was USA (52.4%). However, short-term programs ( 1 - 3 months) were morn common (39.2%). Conclusions Studying abroad in our hospital was well-developing in the past ten years, which was for the benefit of hospital progression. To promote studying abroad smoothly, some measures should be introduced including: increasing the number , the proportion and the duration( medium-term and long-term) of studying abroad. At last to push studying abroad from platform period to new increase period by these means.
