摘　　要：国家低碳创新系统是面向低碳技术创新的由多个组成要素构成的国家创新网络体系,构建促进国家低碳技术进步和低碳经济发展的结构—功能框架。应对全球气候变化,需构建国家低碳创新系统,选择加强低碳技术支撑、强化低碳制度保障、优化低碳产业结构、构建低碳创新合作框架、夯实低碳创新的社会基础等发展道路。National low-carbon innovation system is the national innovation network system composited of multiple factors for low carbon technology innovation. It is the construction of the structure-functional framework for the low carbon technological progress and the development of low carbon economy. Responding to the global climate change, we should choose these roads to strengthen the technology support of the low carbon innovation, strengthen the institution guarantee of the low carbon innovation, optimize the industrial structure of the low carbon innovation, construct the cooperation framework of the low carbon innovation, and tamp the social basis of the low carbon innovation.
