科研不端行为的博弈分析及其治理

摘　　要：科研不端行为是指在科研活动中出现的造假、剽窃、骗取科研资源、侵犯他人署名权等违背科研道德规范的各种行为。利益驱动所致、评价体系导向、监管力度不够、文化和道德水准不高等是科研不端行为的主要诱因。对科研人员和委托人的博弈分析表明,科研不端行为的出现概率与委托人查处科研不端行为的成本、收益、损失以及科研人员的正常收入、进行科研不端行为的成本、额外收入和被发现后的损失相关。科研不端行为的治理对策,主要包括:加强教育引导,树立正确利益观;完善评价体系,创新管理机制;完善监督体系,严惩科研不端;提高学术修养,坚持科研诚信。Misconducts in research include all sorts of unethical acts in scientific activity, such as making up statistics, plagiarizing, obtaining research resources by cheating, infringing the right of authorship, etc. This paper argues that factors underlying such misconducts include pursuit of practicality, misguidance of evaluation systems, inadequacy of supervision, and low level of professionalism and ethical awareness on the part of researchers. This study conducts a game analysis of researchers and consignors and concludes that there is a correlation between the occurrence of misconducts on the part of researchers and the cost, profit and loss in finding out about such misconducts on the part of consignors, and that such misconducts are related to researchers＇ normal income, the cost and the profit resulting from such misconducts as well as the loss incurred upon being found. It is suggested that the following countermeasures be adopted to combat these misconducts： stepping up our efforts to provide researchers with proper training and advice to help form a correct attitude toward interests and benefits; improve our evaluation systems and innovate our mechanism for management; improve our supervision systems and severely punish researchers committing such misconducts; and raise researchers＇ academic ethos and persisting in observing academic and research ethics.
