协同创新视角下的区域科技政策绩效提升研究——基于泛长三角区域的实证分析

摘　　要：从科技政策协同创新的视角出发,首先基于2001—2010年的面板数据,运用DEA-Malmquist指数分析法对泛长三角区域内各省市科技政策绩效进行实证分析,并在此基础上,对科技政策绩效进行收敛检验。研究结果表明,该区域科技政策的绩效整体呈现上升趋势,但各省市又呈现出不同的特点,政策绩效还有待提升,同时区域科技政策已出现向一体化发展的趋势。最后,构建区域科技政策协同创新机制,并提出提升区域科技政策绩效、推进区域科技政策一体化的相关政策建议。From the science and technology policy Synergetic innovation perspective, Firstly based on 2001-2010 panel data, using DEA-Malmquist index analysis of the provinces within the Pan-Yangtze River Delta region empiri- cal performance of science and technology policy analysis, And on this basis, the performance of science and tech- nology policy convergence test, the results show that the overall performance of the regional technology policy on the rise, but they show different provinces characteristics, policy performance has yet to be upgraded. Finally, build- ing regional science and technology policy coordination mechanism to improve the regional technology innovation poli- cy performance, and finally proposed to enhance performance of regional science and technology policy, technology policy to promote regional integration of relevant policy recommendations.
