摘　　要：电子政务信息资源整合就是通过信息资源的优化配置实现有规律有控制的信息流通,对电子政务信息资源整合的制约就是对信息流的制约。文章从信息流入手,对电子政务信息资源整合过程中的政府组织结构、信息流、权力流与信息流的关系进行了分析,探求其中的内在规律,并以此为支撑构建了电子政务信息资源整合机制。E-government information resource integration is to achieve a regular and controlled flow of information by means of the optimal allocation, so the constraints to the integration of e-government information resource are just the constraints to the information flow. The paper starts with the information flow, analyzes the relationships among organizational structure of government, information flow and power flow in integration of e-government information resources, explores the inherent laws, and builds an integration mechanism for the e-government information resources.
