国家科技创新体系中的高校科研组织方式研究

摘　　要：高等学校在国家科技创新体系中发挥着重要的作用,但其自身在科研组织过程中存在着不能有效面对国家需求和行业发展需要、科学研究各自为阵、科研管理不到位等情况,这些问题的存在极大地影响了高校科技创新作用的发挥。本文经研究探讨,认为做好科研方向顶层设计、注重人才队伍和团队建设,注重科研过程管理,根据国家科技计划体系相关要求做好组织和管理创新是解决这些问题的关键。Colleges and universities play an important role in the national science and technology innovation system. There are problems existing in the organizing process of scientific research at these institutions. These include： 1 ） inefficiency in meeting the national needs and the industry development requirement ; 2） lack of coordination among research teams ; 3 ） inefficient management, etc. The presence of these problems influences the role played by colleges and universities in science and technology innovation. Based on research and investigation, the author concluded that for solving the problems mentioned above are as follows ： a top - level design of science research directions, human resources development and team building, efficient management in science research process, and innovation in organization and management in accordance with the requirements of the national science and technology planning system.
